The Task
From project lifecycle mapping to 23 actionable reform recommendations.
Developers in the Philippines faced a well-documented but poorly mapped problem: the path from project conception to operation required navigating more than 50 permits across multiple government agencies, with fragmented processes and no clear coordination mechanism.
The mandate: map every stage of the project lifecycle, identify where the enabling environment was failing investors, and deliver a sequenced reform roadmap to allow realistic, phased adoption.

Benchmarking against global good practices, with 23 reform recommendations structured around 5 priority areas: regulatory clarity, streamlined approvals, digital systems, land and infrastructure access, and inter-agency coordination.
The Analysis
Mapping 50+ permits made the scale of the regulatory burden visible, and revealed that fragmentation, not regulation itself, was the core problem.
Delays were not primarily caused by requirements but by inconsistent interpretation across agencies, lack of transparency on timelines and documentation, and no single coordination point for developers navigating the system simultaneously across multiple fronts.
The reform recommendations were structured to be practically sequenceable, focused on improving transparency, coordination, and digital systems.
